In the UK and Ireland, governments are seeking ways to further public policy goals through construction projects, with the goal of benefiting local and broader communities. This webinar offers an overview and the latest updates on the significance of social value in construction contracts within these jurisdictions.

Recent years have seen increasing requirements regarding social value placed onto contracting authorities in the UK and abroad. New legislation and policy require social value to be given varying degrees of consideration, adding additional layers of complexity to public procurement.

Key areas that will be covered in the webinar include:

Jonathan Payne FCIOB,
CIOB Northern Ireland Hub Chair
Jonathan, a Fellow of the CIOB is a renowned professional within the construction industry with over 30 years’ experience in the contracting sector. Jonathan has 24 years’ experience as Managing Director in multiple Construction companies, all of which he grew significantly under his leadership. He has recently established his own Consultancy Business, Incrementum, which specialises in assisting construction companies to build, develop and grow, as well as providing bespoke training to the construction sector. Jonathan is passionate about construction and promoting it as a great career path, and he is also a Board Member of the Construction Industry Training Board in Northern Ireland. Jonathan became the Chair of the Northern Ireland Hub in July 2023.

Social Value Impact Reporting Manager, Graham
Nicola is the Sustainability Ambassador & Committee Member for the CIOB NI Hub. She is employed as Social Impact Reporting Manager for GRAHAM, where she is responsible for the recording, measurement and reporting processes of Social Impact across all divisions of the business. Prior to joining GRAHAM, she worked for Farrans Construction where she successfully managed and delivered Social Value across a diverse national portfolio of public procured multi-million-pound projects in Northern Ireland and the UK. Nicola’s career within the built environment and property industry spans over 2 decades where she has worked in Social Value, Residential and Commercial Property Management and Residential Development for large companies in both the North and South of Ireland. Nicola has been a Chartered Member of the CIOB since 2020.

Daniel Scanlon
Director, Quigg Golden
Daniel is a director specialising in high value, complex construction disputes. His clients include state bodies, developers, contractors, and design team professionals. He advises on public procurement challenges and disputes and is part of the firm’s dedicated Public Procurement Group. Daniel regularly represents clients in adjudications, and before the Courts (in particular the Technology and Construction Court in London) and before the Courts in Ireland. Daniel regularly handles arbitrations both domestic and international with a particular focus on the Middle East. Daniel also advises on various types of construction related insurance disputes with a particular focus on professional negligence.

Harry King
Junior Associate, Quigg Golden UK
Harry advises and represents a broad spectrum of public and private sector clients, including councils, housing associations, contractors and homeowners. He is highly proficient in the use of standard form contracts and the drafting of bespoke documents, and has developed a proven track record in resolving construction and procurement disputes through negotiation, mediation, arbitration, adjudication and litigation. Harry has extensive experience in both defending and initiating procurement challenges across the UK and Ireland.

Clare Graydon
Senior Associate, Quigg Golden Ireland
Claire regularly provides advice on both contentious and non-contentious procurement issues and works on behalf of contracting authorities to draft, implement, and manage entire procurement processes. This experience has included every stage from advising on strategy, market engagement, publishing notices, drafting PQQ and ITT documents, managing clarifications, marking tender submissions, and drafting Regulation 6 notices. As a member of Quigg Golden’s training department, Claire develops and delivers training programmes for clients and lectures on our in-house Law and Contract Management course and the Public Affairs Ireland Certificate in Public Procurement course.
